We are looking for a mid-level Scrum Master with strong coordination and delivery discipline, and hands-on experience working on Singapore Government projects. You will facilitate Agile delivery across cross-functional and vendor teams, manage dependencies and stakeholder touchpoints, and ensure ceremonies, actions, and governance expectations are executed consistently to support predictable outcomes.
Key Responsibilities
- Facilitate and coordinate Scrum ceremonies (Daily Scrum, Sprint Planning, Sprint Review, Retrospective) with clear agendas, time-boxing, and documented outcomes (decisions, risks, actions, owners, due dates).
- Drive sprint readiness by coordinating backlog refinement, story acceptance criteria alignment, capacity planning inputs, and dependencies required for committed work.
- Own action-item and impediment management: track, follow up, unblock, and escalate early to ensure closure and maintain delivery momentum.
- Coordinate cross-team and vendor dependencies (application, infrastructure, security, integration, testing, operations); surface conflicts early and drive timely resolution.
- Partner with the Product Owner and project stakeholders to maintain backlog hygiene and traceability (priorities, scope alignment, and definition of ready/done), including changes arising from governance reviews.
- Monitor delivery flow (WIP, carryover, blocked items) and coordinate interventions (re-planning, splitting work, clarifying requirements, aligning environments) to keep sprint goals achievable.
- Ensure transparent communication and documentation in delivery tools (e.g., Jira/Azure DevOps, Confluence/SharePoint, Teams): sprint artifacts, meeting notes, RAID logs, and status updates for stakeholders.
- Support governance and audit-ready ways of working by coordinating approvals, checkpoints, and evidence (where required) without slowing down the team unnecessarily.
- Coordinate reporting and stakeholder touchpoints (weekly status, sprint reviews, release readiness) and translate delivery metrics into clear, actionable insights.
- Promote a respectful, collaborative environment; facilitate healthy conflict, ensure all voices are heard, and keep discussions constructive and outcome-focused.
Required Qualifications
- 3–6 years of experience supporting Agile delivery as a Scrum Master (or closely related delivery role) in software/product teams.
- Demonstrated experience working on Singapore Government (public sector) projects, including multi-stakeholder coordination and delivery governance expectations.
- Strong coordination and execution skills: able to manage multiple workstreams, dependencies, and follow-ups with consistent closure.
- Excellent stakeholder communication: able to synthesize conversations into clear decisions, actions, owners, and timelines; comfortable presenting to mixed technical/non-technical audiences.
- Solid understanding of Scrum and Agile principles, with the judgment to adapt practices to fit delivery realities and governance constraints.
- Experience working on ServiceNow projects (e.g., ITSM/ITOM/CSM/HRSD modules), coordinating Agile delivery across business, developers, and platform administrators.
- Hands-on experience with delivery and documentation tools (e.g., Jira/Azure DevOps, Confluence/SharePoint, Teams) and disciplined upkeep of sprint and project artifacts.
- Proactive problem-solving and escalation skills; able to anticipate delivery risks and coordinate mitigations early.
Preferred Qualifications
- Scrum Master certification (PSM I/II, CSM) and/or Agile coaching training.
- Experience working with Singapore Government delivery models and stakeholders (e.g., product owners in agencies, SI/vendor delivery), including formal reporting cadences.
- Familiarity with security/privacy and compliance coordination in public sector contexts (e.g., secure environments, access management, data handling), working with relevant internal teams.
- Experience coordinating releases and non-functional readiness (testing, performance, DR, security reviews), including go/no-go checkpoints and evidence collection.
- ServiceNow implementation experience, including coordinating backlog items such as workflows, integrations, catalog items, forms, roles/access, testing (UAT/SIT), and release deployments.
- Experience with flow metrics and basic delivery analytics (cycle time, throughput) to guide continuous improvement and stakeholder reporting.
