Role Summary

Lead Cognizant’s GIS Transformation Program for the client, driving Esri Utility Network migration, GIS strategy execution, and data modernization on a Microsoft Azure cloud stack. Establish and govern a GIS Center of Excellence (CoE) for standards, workflows, and integrations.

Key Responsibilities

  • Program Leadership
    • Own end-to-end delivery for GIS initiatives: roadmap, design, build, testing, and deployment.
  • Solution Architecture
    • Define GIS design standards, symbology, and configuration baselines for ArcGIS Pro, ArcGIS Enterprise, and Utility Network.
  • Data Migration & Integration
    • Oversee migration from ArcFM and Smallworld to Esri UN; manage playback and reconciliation.
    • Integrate GIS with ADMS/OMS (Hexagon), EAM (CGI OpenGrid), CIS, and BI/reporting systems.
  • Cloud & DevOps
    • Operate GIS stack on Azure; enforce DevOps practices using Azure DevOps and Smartsheet.
  • Stakeholder Management
    • Align GIS roadmap with client business and IT leadership; manage change adoption and governance.
  • Quality & Compliance
    • Ensure adherence to Cognizant security standards and client compliance requirements.

Must-Have Qualifications

  • 12–15+ years in Utilities consulting; 5+ years leading GIS transformation programs.
  • Hands-on experience with Esri ArcGIS Pro, ArcGIS Enterprise, Utility Network, and Azure cloud.
  • Expertise in data migration, network modeling, and integration with OMS/EAM systems.
  • Strong knowledge of GIS standards, attribute rules, and network rules.

Preferred Skills

  • Prior experience with similar IOUs.
  • Familiarity with ArcFM, Smallworld, and Esri UN web services.
  • Experience establishing GIS CoE and managing multi-vendor ecosystems.
  • Awareness of DER/grid modernization initiatives.

KPIs

  • Successful migration to Esri UN across operating companies.
  • Reduction in GIS data errors and improved QA/QC throughput.
  • Integration performance and compliance with client’s cloud-first strategy.

Tools & Platforms

ArcGIS Pro, ArcGIS Enterprise, Utility Network, Azure DevOps, Smartsheet; integrations with Hexagon ADMS/OMS, CGI OpenGrid EAM, CIS, BI.

*Travel: willingness to travel extensively as client needs require.

Required Education & Work Authorization:

Education: Bachelor’s degree required; MBA or master’s strongly preferred.

Work Authorization: Must be legally authorized to work in the United States without employer sponsorship now or in the future.

Salary & Compensation:

Salary: Applications will be accepted until February 10th, 2026. The annual salary for this position is between $98,853.00 – $158,500.00 depending on experience and other qualifications of the successful candidate.

Incentives: Eligible for Cognizant’s discretionary annual incentive program and stock awards, subject to applicable plan terms.
